A government authority in Los Angeles, California is seeking a vendor to provide comprehensive property management services for its asset management portfolio. The selected service provider will be responsible for managing all lease terms, including determining rental rates, concessions, and security deposits in line with the annual operating budget. All activities must comply with applicable procedures and regulations, particularly for the recovery of leased premises and tenant balances.

The contractor shall deploy effective marketing strategies to minimize vacancies, targeting appropriate resident groups (such as market rate and low-income residents) in accordance with all applicable laws. Marketing efforts are to include utilizing various advertising media including the internet, newspapers, on-site signage, and notifications to relevant agencies and organizations. Additionally, the service provider will handle all aspects of interior and exterior cleaning, painting, decorating, carpentry, and periodic inspection and maintenance of building systems such as plumbing, heating, appliances, elevators, and outdoor grounds.

Routine maintenance and repairs, preventative maintenance, and redecorating schedules must be developed and maintained for each property. The initial contract term will be for one year, with all vendor questions due by March 20, 2026.
