The government authority in Lockhart, Texas seeks a vendor to provide comprehensive property management services with a focus on residential operations that advance the project’s essential workforce housing mission and support a long-term public-private structure. The selected property management group must demonstrate experience operating market-rate, build-to-rent (BTR) housing communities, particularly in partnership with public entities or institutional partners. Prior management of workforce or student housing communities is preferred.

Required capabilities include implementing workforce housing programs, maintaining an operational presence within the metropolitan statistical area or demonstrating regional staffing and vendor relationships, and executing strategic leasing and marketing plans. Vendors should have expertise in eligibility verification, phased construction delivery, lease-up, stabilization planning, and professional oversight of amenities and resident programming. The use of integrated property management systems for leasing, compliance tracking, financial reporting, and real-time performance analytics is essential, along with the administration of rent-by-the-bedroom structures and roommate matching programs. Risk management, including insurance coordination, incident reporting, fair housing compliance, and liability mitigation, is also required.
