RFP seeking property improvement and construction services for public schools in Oklahoma.

Establish a prime vendor contract for property improvement and construction services
Labor prices shall be net, parts and materials at vendor cost plus an up charge
All equipment must be of good commercial quality, in good working order, meet safety requirements, vehicle code, and other regulations
Contractor employees must be trained in assigned tasks and safe handling of equipment/materials
Contractor employees must wear safety and protective gear according to OSHA standards
Attend a mandatory pre-bid conference as a prequalification requirement
Submit a bid security (bid bond) equal to 5% of the bid
Submit Item Response Form, affidavits, and other required documents electronically to [email protected]
Ensure Bid Form is signed, Non-Collusion Affidavit is submitted, unaltered, signed, and notarized
Ensure Business Relationship Affidavit is submitted, unaltered, with requested information, signed, and notarized
Ensure Bid Security or Bid Bond is attached to the bid
Comply with all City, State, and Federal laws and required forms
Submit the special questionnaire
Execute and return Contract Documents and insurance certificates within 10 calendar days of award notification
Provide Performance Bond, Statutory Bond, and Maintenance Bond (2 years, 100% of contract amount)
Show proof of intent to perform maintenance bond tenure by establishing a business address and yard within a 40-mile radius of OKCPS main office, or allow School District to retain 15% of total contract amount
Provide certificates of insurance as required in Special Provisions
Do not discriminate against any employee or applicant based on protected characteristics
Secure and pay for all necessary permits and licenses
Implement safety measures, policies, and standards conforming to governmental and quasi-governmental authorities, including OSHA
Be responsible for the work until formal written acceptance, preventing injury/damage, rebuilding/repairing damage, and lawn maintenance
Provide proper and safe access for inspections by Project Manager/Architect
Notify Project Manager 24 hours prior to concrete pouring and other required times
Provide facilities for collecting and forwarding samples for testing
Indemnify the School District from losses, expenses, costs, damages, penalties, or injuries
Maintain Worker's Compensation, Employer's Liability, Commercial General Liability (with 2-year tail coverage if claims-made), and Automobile Liability Insurance
Provide Builder's Risk Insurance (100% of construction cost) until final acceptance
Provide a small and disadvantaged local business subcontracting plan
Correct deficiencies within 7 days of written notice from the Project Manager
Study and compare Contract Documents, reporting any errors, inconsistencies, or omissions
Take field measurements and verify field conditions
Supervise and direct work using highest industry standards, satisfactory to Project Manager/Architect
Furnish new materials and equipment of recent manufacture, free from faults and defects, conforming to Contract Documents
Procure and deliver all special warranties prior to final payment
Employ competent, full-time project management
Be responsible for deviations from Contract Documents, errors/omissions in shop drawings
Allow up to 14 calendar days for review of shop drawings
Keep premises free from waste materials, use contractor-furnished receptacles, and remove all waste/rubbish upon completion
Pay liquidated damages of $1000 per calendar day per site for substantial completion delay, and $2000 per calendar day for closeout document/punch list/BAS commissioning delay after 60 days
Submit red-lined PDF and hard copy of As-Built drawings
Provide construction staking and other horizontal/vertical controls not furnished by the Architect
Develop a construction schedule using CPM (max 14 days per activity), submit preliminary and final schedules
Create and update a schedule of values for the project
Provide, erect, and maintain a 4'x8' construction sign with artwork provided by the School District
Acknowledge location of known friable asbestos containing material (ACM), not disturb, and report damaged ACM
Refrain from interacting with students, wear appropriate work apparel/PPE, and familiarize with building safety/evacuation plans
Do not bring hazardous/flammable chemicals onto property without approval
Prohibit tobacco use, possession of alcohol, illegal drugs, or firearms on property
Do not use frayed or damaged extension cords/power cords
Maintain good housekeeping in and around work area
Do not discharge chemicals, paints, oils, etc. to drains without approval
Report any personal or property accidents or job-related injuries/illnesses immediately
Know location of nearest fire extinguisher, pull station alarm, and first aid equipment
Hold contractor safety meetings as needed
Certify that the company is not debarred, suspended, or excluded from state/federal contracts
Certify that no employee working on school premises is a registered sex offender
Verify that the company does not boycott energy companies and will not during the term of the contract
