DESCRIPTION


The U.S. Army Corps of Engineers, New York District, is conducting market research regarding the potential use of Project Labor Agreements (PLAs) for the construction of the Finderne Farms Wetland Mitigation Site in Bridgewater, New Jersey. The scope of the project includes planting approximately 6,500 trees, 11,000 shrubs, and 18,000 herbaceous plugs across 17 wetland and riparian zones ranging from 0.7 to 11 acres each. Additional work involves the removal and disposal of a 22-foot section of 14-inch crushed culvert, construction of a 22-foot 15-inch RCP Class V culvert with concrete headwalls and supportive cradle, fabrication and replacement of interpretive signage, and installation of goose exclusion and deer fencing.

The project is estimated to have a magnitude of $30-50 million, with a construction duration of approximately 790 calendar days following notice to proceed, anticipated around July 2026. The purpose of this PLA notice is to gather information from interested firms and labor unions on the use and benefits of employing PLAs on such large-scale construction projects. No contract will be awarded based on this notice, and it will inform the acquisition strategy for a future competitive solicitation. Firms and labor organizations with relevant experience are encouraged to respond to help the government assess the appropriateness of PLAs for this project.
