The U.S. Army Corps of Engineers Omaha District is seeking input from the construction community regarding the potential implementation of Project Labor Agreements (PLAs) for the construction of the Ground Based Strategic Deterrent (GBSD) Sentinel Security Forces Operations Complex (SFOC) at Minot Air Force Base, North Dakota. This is a large-scale project, with an estimated construction magnitude between $100 million and $250 million.
A Project Labor Agreement is a pre-hire collective bargaining agreement with one or more labor organizations, setting the employment terms and conditions for a specific construction project as described under 29 U.S.C. 158(f). Agencies are generally required to use PLAs on large-scale federal construction projects in accordance with Executive Order 14063 and Federal Acquisition Regulation (FAR) policy, unless specific exceptions apply.
Construction industry stakeholders are invited to provide feedback on the feasibility, benefits, and potential impacts of requiring a PLA for the GBSD SFOC project. This input will assist in determining the best approach to promote efficiency and economy in project delivery.
