The U.S. Army Corps of Engineers, Omaha District, is seeking input from the construction community regarding the potential implementation of Project Labor Agreements (PLAs) for the construction of the Ground Based Strategic Deterrent (GBSD) Sentinel Consolidated Vehicle Maintenance Complex (CVMC) at Minot Air Force Base, North Dakota. This major project is anticipated to have a construction value between $100 million and $250 million.
A PLA is a pre-hire collective bargaining agreement between a prime contractor and one or more labor organizations that sets the terms and conditions of employment for a specific construction project, as described in 29 U.S.C. 158(f). Executive Order 14063 and the Federal Acquisition Regulation (FAR 22.503) require agencies to use PLAs on large-scale federal construction projects to promote economy and efficiency, with certain exceptions.
The Corps of Engineers is requesting feedback from the construction sector on the benefits, challenges, and potential impacts of utilizing a PLA for this project. Construction firms and stakeholders are encouraged to provide comments focused on their experience with PLAs on similar large-scale projects and the effects such agreements may have on project administration, efficiency, and workforce engagement.
