DESCRIPTION

This RFP seeks a vendor to provide project finance strategic consulting services aimed at integrating project finance into a long-term strategic toolkit. The approach is to be phased and pilot-based, with the vendor developing a communication framework for disciplined external messaging and managing market expectations during the pilot phase.

The selected consultant will deliver strategic positioning, governance, risk management requirements, and recommendations for the potential development of a project finance channel. The scope also includes offering right-sized, long-term strategic recommendations as well as operational risk management and capacity requirements, with an emphasis on first and second-line functions and expertise development.

Advisory support is expected for one to four proof-of-concept project finance transactions, including due diligence, evaluation, and structuring. The vendor will provide guidance to support risk in developing monitoring approaches and second-line expertise for any proposed front-line project finance capabilities.

The contract period is one year, and interested parties must submit questions by April 13, 2026.
