The U.S. Marine Corps Program Manager Wargaming Capability (PM WGC) is seeking modular, cloud-based software solutions to enhance wargaming and simulation capabilities at the General Robert B. Neller Center for Wargaming and Analysis in Quantico, VA. The goal is to field an advanced suite of tools supporting concept development, capability evaluation, and operational planning across all levels of war—strategic, operational, and tactical—as well as across all warfighting domains including land, air, sea, space, and cyber. The software must also support the full range of warfighting functions such as maneuver, fires, intelligence, force protection, logistics, command and control, and information operations.
The ideal solution will deliver an end-to-end wargaming workflow within a secure Azure cloud environment. Key functions include planning, designing, executing simulations, capturing data, and conducting comprehensive analysis and reporting. The software architecture should be modular and open to facilitate agile and incremental expansion, allowing for future enhancements and the integration of additional simulation capabilities. Vendors are expected to leverage an agile, incremental development approach to ensure the system can evolve and adapt to emerging requirements.
