DESCRIPTION


The government authority in Houston, Texas is seeking a vendor to provide comprehensive program management services for commissioning and testing, adjusting, and balancing (TAB) programs. Services are required across all phases, including pre-construction, design, construction, and warranty.

In the pre-construction phase, responsibilities include developing a program-level commissioning and TAB management plan, identifying project scope requirements, supporting procurement strategies, coordinating with architectural and engineering teams, and developing preliminary commissioning schedules.

For the design phase, the vendor will conduct market outreach and support procurement and coordination of commissioning and TAB firms, verify and document requirements and objectives, develop and maintain program frameworks, review design documents for compliance, and assess design clarity and constructability.
