Provide program management and planning support.
Implement and maintain lessons learned processes.
Submit bi-weekly situational reports.
Solicit and facilitate submission of priority collection topics.
Develop and submit collection planning documents and debriefs.
Conduct lessons learned collection efforts, including interviews and questionnaires.
Utilize MCCLL SharePoint website BBs for documentation.
Prepare responses to Requests for Information (RFIs).
Prepare units for exercises and operations with lessons learned documentation.
Collect and submit lessons learned materials (e.g., After Action Reports) to MCCLL SharePoint and JLLIS.
Attend conferences, work group sessions, meetings, and seminars for lessons learned planning.
Program Analysts must submit and maintain Training and Exercise Employment Plans (TEEPs).
Develop and execute the Marine Corps fiscal year Lessons Learned Collection Campaign Plan.
Prepare briefings for military and Government officials on collection results.
Provide MAGTF Senior Analyst support for planning and execution of collection efforts.
Provide MAGTF Senior Analysis lessons learned support for analysis, production, staffing, and publishing of formal reports.
Develop, draft, and review Marine Corps lessons learned reports.
Develop, draft, review, and staff lessons learned warfighting function trend reports.
Provide analysis support for lessons learned RFI requests and taskers.
Provide quality control for all formal reports.
Maintain NIPRNET and SIPRNET MCCLL SharePoint websites and JLLIS content.
Catalogue and archive lessons learned records, documents, and electronic data.
Provide subject matter expertise and functionality testing of MCCLL SharePoint and JLLIS.
Provide MCCLL SharePoint website user helpdesk support.
Provide transcription support to convert audio files into Word documents using manual transcription.
Provide MCCLL SharePoint Site Administration technical expertise.
Contractor personnel must be U.S. citizens.
Four personnel (3 embedded Program Analysts, 1 Content Manager) must possess an active Top Secret clearance at proposal submission date.
All other personnel must have Secret eligibility.
All work must be performed on-site.
Fill secret-level vacancies within 30 calendar days and above-secret vacancies within 45 calendar days.
Contractor employees require Common Access Cards (CACs) and SIPRNET Tokens.
Contractor personnel traveling OCONUS require Status of Forces Agreement (SOFA) and Synchronized Predeployment and Operational Tracker (SPOT) Letter of Authorization (LOA).
Travel costs and Other Direct Costs (ODCs) are cost-reimbursable with no fee.
ODC CLIN X007 covers OCONUS travel-related expenses, including hazard, hardship, and Defense Base Act Insurance.
Cost-of-Living Allowances (COLA), housing allowances (LQA), and relocation expenses must be factored into Firm Fixed Price (FFP) labor rates.
Price information must be in whole dollars only.
Offerors must submit an Organizational Conflict of Interest (OCI) Mitigation Plan if applicable.
Offerors must submit a completed DD Form 254.
Offerors must submit a Past Performance Matrix.
Offerors must provide copies of past performance contract cover pages, CLIN prices, and scope of work.
Offerors must provide CPARS records or Past Performance Questionnaires.
Offerors must demonstrate compliance with FAR Part 52.219-8 (Utilization of Small Business Concerns).
The requirement does not require key personnel.
Contractor shall use all software tools provided by the Government, including Gen AI; no external software or technology capabilities are allowed.
Optional Task 5: Provide additional lessons learned program support and collection desks if funding allows.

Contract performance starts September 1st, 2026.

Monthly Status Reports are due by the 10th calendar day of the following month.

Collection proposals are due 60 calendar days prior to collection.

Collection plans are due 30 calendar days prior to collection.

Collection debriefs are due no later than 15 workdays following a collection.

After action reports are due no later than 90 calendar days following major operations, deployments, exercises, training, and experiments.

First draft of formal lessons learned reports are due no later than 30 workdays following the collection debrief.

MCCLL Trend reports are submitted every six months.

This RFP seeks a qualified vendor to provide comprehensive program management, planning, lessons learned program development, collections, analysis, report production, content management, and transcription services. The selected partner will be responsible for administering a rigorous, well-documented program management approach that supports the delivery of lessons learned analyses, liaison coordination at designated Marine Corps commands and organizations, research and analysis support, editorial and records content management, and transcription services.

The contractor must also uphold necessary communication and collaboration channels with government staff to ensure sound execution of program strategies. Services include both knowledge management and information processing roles, with an emphasis on thorough documentation, analysis, and content accuracy.
