DESCRIPTION


The government authority in North Charleston, South Carolina is seeking qualifications from firms to provide Program Management Consultant (PMC) services for the construction phase of its rapid transit project. The desired consultant should possess expertise in Bus Rapid Transit (BRT) or comparable transit construction projects, particularly in compliance with the Federal Transit Administration (FTA) New Starts program.

The selected PMC will oversee essential functions, including cost eligibility review, Standard Cost Category (SCC) reporting, configuration and change management, safety and security certification, document control, and federal reporting. While respecting the agency’s statutory authority over construction contract administration and payment, the PMC will also act as the agency’s representative regarding sponsor oversight and federal compliance during construction, and will manage construction activities.

Key responsibilities will include schedule monitoring and integration across the various program elements and construction packages, cost monitoring and forecasting to ensure SCC alignment, as well as identification and mitigation tracking of project risks. Additionally, the PMC will coordinate construction outreach and provide strategic communication support throughout the project lifecycle.
