DESCRIPTION

The government authority located in Washington, DC is seeking vendors to provide comprehensive program evaluation services. This effort will focus on assessing the success of three distinct programs, each representing a key investment portfolio in alignment with core mission and strategic objectives.

Responsibilities include conducting evaluations of several mature research programs ready for summative analysis. Vendors may be contracted separately for each program, but proposals are being solicited together to streamline the review process and enable submission for one or more evaluations under a single response. Required evaluation activities encompass economic impact modeling, cost–effectiveness analysis, application of counterfactuals or comparison conditions, assessment of innovation adoption and value chain influence, research skill development, professional growth, and illustrative workforce pathway analyses.

The solicitation aims to identify qualified partners to provide rigorous, data-driven insights to support strategy, investment, and workforce development outcomes.
