The government authority in Wethersfield, Connecticut seeks a vendor to deliver program evaluation, assessment, training, and technical assistance consulting services with a focus on gender-responsive, trauma-informed, and victim-centered approaches. All services must ensure full compliance with Prison Rape Elimination Act (PREA) standards, as well as federal and state requirements related to sexual abuse prevention and response.
The scope of work includes conducting PREA compliance audits and structured assessments of departmental policies, procedures, and operational practices. The vendor is expected to evaluate the agency's hiring, screening, promotion, and disciplinary processes for adherence to PREA standards. Additional services involve developing and reviewing training programs for correctional staff and service providers at women's facilities and assessing the effectiveness of sexual assault procedures and coordinated response plans.
Comprehensive evaluations will occur through on-site and remote audits, confidential interviews with staff and women in custody, focus groups, observations, remote document reviews, and virtual technical assistance. All questions from prospective bidders are to be submitted by March 25, 2026.
