Must have at least five years of experience conducting government program assessments or performance program reviews in accordance with the U.S. GAO 2011 Government Program Reviewing Standards
Must meet general standards for competency and technical knowledge pursuant to sections 3.69-3.72 and 3.76-3.81 of the U.S. GAO 2011 Government Program Reviewing Standards
Must satisfy the requirement of obtaining a total of 80 hours of continuing professional education (CPE) every two years, with at least 24 hours directly related to government program review
Must have obtained Certified Internal Program Reviewer (CIA) and Certified Government Program Review Professional (CGAP) certifications
Must have two to three full time qualified personnel available for each Program Review
Must be registered and in good standing with the California Secretary of State if required by law
Must provide evidence of insurance coverage including Commercial General Liability, Automobile Liability, Workers' Compensation, and Professional Liability
Must comply with all applicable health and safety laws and regulations related to COVID-19
Must sign and submit all required attachments including Conflict of Interest and Confidentiality Statement, Iran Contracting Act Certification, and Bidder Declaration Form

DESCRIPTION
