SUMMARY

Ohio seeks vendors for comprehensive support of a Program and Budget Enterprise System, including software configuration, development, sustainment, and user support.

KEY REQUIREMENTS

Must have experience with the Department of Air Force Planning, Programming, and Budgeting (PPB) process
Must have Cloud One Amazon Web Service (AWS) experience
Must have experience with Oracle Data Relationship Management (DRM), Oracle Hyperion Planning (HYP), and Oracle Analytics Server (OAS)
Must have personnel with appropriate security clearances and IAT II or higher Workforce Certifications
Must have Functional Subject Matter Experts with expertise in POM, BES, and PB processes
Must be registered in the System for Award Management (SAM)
Must not involve foreign nationals in work performed under this requirement
Must have a completed favorable background check for all personnel

DESCRIPTION

The organization is seeking vendors to provide a comprehensive program and budget enterprise system. Services required include software configuration, capability development and support, as well as user support for the Program and Budget Enterprise System (PBES) and its users.

Vendors will be responsible for a full spectrum of system development and sustainment activities, covering the entire PBES and its various components. Key activities encompass transition planning, requirements definition, capability development, defect resolution, code refactoring, program increment planning, integration, configuration management, system testing (manual and automated), demonstrations, as well as cybersecurity support and training.

Additional responsibilities include architecture management, database development and management, data validation, data modeling, ETL (extract, transform, load) processes, environment and operations support, problem resolution, standards compliance, data deliverables management, intellectual property compliance, and the management of government-furnished property.
