The government authority in Prescott Valley, Arizona seeks a consultant to provide professional services for updating utility and stormwater rates, capacity fees, and water resource fees. The scope includes evaluation of existing rate structures, analysis of historical and projected financial data, and assessment of system capacity and growth impacts. The consultant will develop recommended rate and fee structures, incorporating new features and options tailored to the community's needs.
Deliverables will include a comprehensive rate study report, updated capacity fee calculations, financial models, technical memoranda, and presentation materials appropriate for staff, public, and town council meetings. The project will also address fiscal and operational implications if the town assumes responsibility for sewer lateral repairs in public rights-of-way, and it will involve the development of a phased meter replacement program targeting annual replacement of 10% of customer meters and all production meters.
The study will assess alternative rate structures for specific customer classes, notably seniors, low-income households, and veterans. The consultant is expected to integrate projected staffing needs across all departments and contract operations into the rate model, as well as incorporate applicable recommendations from the town’s conservation study, including incentives, rebates, and outreach programs.
