The government authority in Long Beach, California, seeks a vendor to provide comprehensive professional planning services. These services include strategic planning and land use, transportation planning, project development, and data management and analytics to support city initiatives and projects.

Scope of work encompasses supporting land use planning efforts and preparing or refining landscape and streetscape guidelines in accordance with established policies and standards. Tasks also include assisting with entitlement processing, permitting management, and interagency coordination. Transportation planning services require the preparation of studies relating to port drayage, intermodal logistics, truck circulation, transloading, and supply chain optimization, as well as workforce-focused plans using travel demand and origin-destination data.

Project development responsibilities cover scenario modeling, funding strategy development, policy support, coordination and management of federal and state grants, and conducting environmental studies. Additionally, the selected consultant will develop investment cases for infrastructure and land use projects, including strategic, economic, and financial assessments. For data management, the vendor is expected to enhance the port’s GIS enterprise system by integrating new interfaces and layers, and exploring advanced tools such as 3D GIS modeling and digital twin technology. The contract term is anticipated to be one year.
