Seeks a vendor to develop a multimodal corridor plan to improve transportation safety and equity, especially in underserved communities, for Palm Desert, California.

Submit proposals via email in PDF format.
Provide a technical proposal and a separate fee proposal.
Limit the technical proposal to 25 pages (excluding cover page, cover letter, appendices, and page separators).
Address the cover letter to Jonathan Hoy PE, Director of Transportation.
Identify the consultant and all proposed subcontractors.
Acknowledge receipt of all RFP addenda.
Ensure the proposal remains valid for at least 180 days from submittal.
Certify no personal, business, or financial relationship with contractors or subcontractors pursuing the work.
Provide a signed statement attesting to the truthfulness of submitted information.
Provide a brief firm profile, financial condition, experience in similar work, and at least three client references.
Detail proposed staffing and project organization, including resumes of key personnel.
Provide a narrative work plan demonstrating understanding of the project scope, objectives, schedule, quality control, and risk management.
Include a Gantt chart for the project schedule.
Provide examples of recent and relevant projects.
Disclose litigation history from the past five years related to service provision.
Review the draft Professional Services Agreement and identify any objections or requested changes.
Certify no exceptions are taken to the RFP, including the Agreement, unless clearly noted.
Be available for virtual interviews on April 14th, 2026, if shortlisted.
Comply with current local, State, and Federal regulations, policies, procedures, manuals, and standards.
Ensure engineering reports bear the professional seal, certificate number, registration classification, expiration date, and signature of the responsible professional engineer(s).
Maintain project files and submit them to CVAG upon project completion.
Notify CVAG of any potential risks or uncertainties encountered during the project.
Adhere to the approved Indirect Cost Allocation Plan (ICAP) Rate.
Be responsible for project management activities, including scheduling meetings, preparing minutes, and presentations.
Conduct an in-person kick-off meeting and bi-weekly project meetings.
Establish internal accounting methods for documenting and monitoring contract costs.
Prepare and submit monthly status reports.
Comply with State of California's General Prevailing Wage Rate requirements.
Disclose any financial, business, or other relationship that may impact the contract outcome.
Certify no financial or business interest conflicting with contract performance.
Certify that neither the consultant nor affiliated firms will bid on construction or inspection contracts resulting from this project.
Warrant that the contract was not obtained through rebates, kickbacks, or other unlawful consideration.
Certify that no state, federal, or local agency funds have been paid for lobbying.
Comply with nondiscrimination program requirements (Government Code Section 12990 and Title 2, California Administrative Code, Section 8103).
Comply with Title VI of the 1964 Civil Rights Act (nondiscrimination in federally-assisted programs).
Certify compliance with OMB Guidelines on Governmentwide Debarment and Suspension.
Procure and maintain Workers' Compensation insurance.
Procure and maintain a one million dollar commercial general liability policy.
Include CVAG, its member agencies, and other interested parties as additional insureds on the commercial liability policy.
Ensure insurance coverage is primary.
Provide evidence of all insurance coverage to CVAG prior to the first Work Order.
Comply with OSHA regulations and safety instructions.
Obtain CAL-OSHA permit(s) for trenching five feet or deeper.
Maintain confidentiality of all financial, statistical, personal, technical, or other data from LOCAL AGENCY.
Comply with Public Contract Code Section 10296 regarding National Labor Relations Board Certification.
Ensure no retainage is withheld from progress payments to subconsultants.
Certify no undue influence or pressure was used in connection with the agreement.
Keep informed of and comply with all State, Federal, and local laws and regulations.
