RFP seeking a qualified engineering firm to update the Potable Water Master Plan for Camarillo, California, including physical asset assessments and recommendations for water system improvements.

DESCRIPTION


The selected vendor will review the existing 2016 Potable Water Master Plan for the region, assess its implementation status, and determine any outstanding evaluations or recommended projects. The scope includes preparing an updated Potable Water Master Plan that addresses various development types, such as accessory dwelling units (ADUs), as well as changing patterns in development and land use.

The vendor will analyze peak water usage and flows, transmission needs through distribution lines, and future reservoir filling and fire flow requirements. Recommendations for improvements to the distribution system and pressure zones, specifically considering future projects and the impact of the recently constructed North Pleasant Valley Groundwater Desalter treatment facility, are required. This facility contributes approximately 3,800 acre-feet per year, taking care of around half of the agency's water needs.

Additional tasks include evaluating and recommending temporary and/or permanent solutions to transfer water from the 305-pressure zone to the 388-pressure zone, assessing water treatment and blending from various sources throughout the service area, and conducting a physical condition assessment of pump stations, wells, pressure regulating stations, and other related assets. All vendor questions must be submitted by April 20, 2026.
