DESCRIPTION


The City of La Canada Flintridge, California seeks a qualified vendor to provide professional services for the development of a comprehensive, citywide evacuation plan. The selected provider will review all existing emergency operations plans, evacuation procedures, maps, and materials, as well as relevant after-action reports and records from prior emergency events.

The evaluation and plan development should be grounded in hazards identified in the local hazard mitigation plan, giving particular attention to risks such as earthquakes, fires, and manmade threats. The study must address the city's Genasys zone system and identify populations with access or functional needs.

Proposals should demonstrate approaches for accommodating schools, care facilities, and other sensitive sites. The scope of work includes developing evacuation concepts, phased and zone-based strategies, traffic control and routing frameworks, and guidance on shelter-in-place versus evacuation decision-making. Integration and coordination with law enforcement, fire, and incident command operations is required. All proposer questions must be submitted by March 24, 2026.
