The selected vendor will provide program support services including construction program scheduling, water plant outage and production planning, assistance with updating design guide specifications and construction document templates, development of health and safety plans for staff, as well as program reporting and invoicing. The vendor will also support monitoring and reporting for the city's environmental management system.
During the design phase, services required include value engineering reviews, construction cost estimating, constructability reviews, risk register development, and construction sequencing evaluations. For the construction phase, responsibilities encompass conducting pre-construction and construction coordination meetings, effectively utilizing the city's construction management information system, reviewing project schedules, and monitoring contractor progress. Field representation is required to oversee and document daily construction activities and ensure contract compliance, perform materials testing, special inspections, quality assurance field surveying, and assist with outage coordination and plant operations. Comprehensive document management, including daily reports, as-built drawings, construction photographs, and meeting minutes, will be essential throughout the project.
