Firms must be qualified to provide professional and compliance auditing services.

Any interlineation, alteration, or erasure made before the Due Date must be initialed by the Proposer.
Proposals must conform substantially to the requirements and specifications contained herein.
Proposers must have the ability to obtain adequate financial resources to execute the proposal.
Proposers must comply with the required or proposed delivery/completion schedule.
Proposers must have a satisfactory record of performance, integrity, and ethics.
Proposers must maintain insurance coverage for the duration of the contract.
A certificate of insurance, naming The Township of Macomb as an additional insured, must be submitted within ten (10) business days of award of contract.
Proposers must have visited the site(s) and familiarized themselves with the nature of the work and conditions.
Proposals must be submitted in the format outlined in SECTION 8.
Design, strength, and quality of materials and workmanship must conform to the highest standards and practices.
The successful vendor agrees to protect the Township from claims involving infringements of patents and/or copyrights.
Proposals must comply with all federal, state, county, and local laws.
Audit firms must be independent and licensed to practice in Michigan.
Audits must be performed in accordance with generally accepted auditing standards, the federal Single Audit Act of 1996, U.S. Office of Management and Budget (OMB) Circular A-133, and Uniform Grant Guidance.
The auditor must express an opinion on the fair presentation of the financial statements.
The engagement may include preparation of Macomb Township's Annual Local Fiscal Report (Form F-65), Retirement System Annual Report (Form 5572), and Qualifying Statement (Form 5047).
All working papers and reports must be retained for a minimum of three (3) years.
The auditor will be required to make working papers available to the Township of Macomb or its designees.
The firm must respond to reasonable inquiries of successor auditors and allow them to review working papers.
The firm must provide an affirmative statement that it is independent of the Township of Macomb.
The firm must give the Township of Macomb written notice of any professional relationships entered into during the period of this agreement that may impair independence.
The firm and all assigned key professional staff must be properly licensed to practice in Michigan.
The firm must comply with the provisions of 24 CFR Part 24 regarding debarment, suspension, ineligibility, and voluntary exclusion.
The firm must submit a copy of its latest peer review, specifically for governmental engagements.
The firm must disclose and provide information on any disciplinary action taken or pending against the firm during the past three (3) years.
The proposal must identify the engagement partner and manager, their government auditing experience, continuing professional education, and membership in relevant professional organizations.
The firm must list the most significant engagements (maximum of 5) performed in the last five (5) years that are similar to this solicitation.
The firm must list at least four other municipalities in Macomb County that they audit and provide references for those clients.
The proposal must set forth a work plan, including an explanation of the audit methodology.
The proposal must provide the proposed segmentation of the engagement.
The proposal must provide the level of staff and number of hours to be assigned to each proposed segment.
The proposal must include a detailed audit approach.
The proposal must identify and describe any anticipated potential audit problems and the firm's approach to resolving them.
The proposal should include a copy of the firm's most recent quality control report and documentation of quality audit work.
The fee proposal must contain all pricing information relative to performing the audit engagement and be provided on the 'Schedule of Professional Fees' form.
All proposals must be submitted with a completed 'SIGNATURE PAGE'.
All proposals must include a signed transmittal letter.
All proposals must include a detailed technical proposal as described in Section 5.
All proposals must include a fee schedule on the 'SCHEDULE OF PROFESSIONAL FEES' form.
All proposals must be submitted in a sealed envelope clearly marked with RFP name 'PROFESSIONAL AUDITING SERVICES' and number 'RFP 26-001', and proposer's name.
A minimum of one original and four (4) copies of the proposal documents must be submitted.
One copy in electronic format on a USB flash drive (PDF, Microsoft Word, and/or Microsoft Excel) must be submitted.
