The government authority in Oakland, California is seeking vendors to provide professional advisory and consulting services across all operations and areas related to Housing Choice Voucher and Public Housing programs. Required services include program management, intake, lease up and portability services, accounting, conducting housing quality standards inspections, rent reasonableness assessments, ensuring fair housing compliance, community outreach, operational planning and reporting, staffing recommendations, and policy advisement.

The selected firm(s) will also be responsible for analyzing and recommending improvements to program policies and business practices, as well as providing dedicated project management. Project management responsibilities include using Microsoft Project or comparable systems to create project plans, facilitating meetings, tracking progress, and managing specific projects. Additional tasks may involve the modernization and streamlining of administrative processes to foster operational efficiency. The Authority also requires support in developing practical tools and strategies for the implementation of fair housing practices in accordance with departmental rules.

Vendors may be expected to handle a variety of consulting, advisory, and process improvement tasks as needs arise to ensure efficient and compliant program operations.
