A government agency in Puerto Rico is seeking a qualified vendor to deliver comprehensive professional advertising, communications, and marketing services. The engagement will include the development of a three-year strategic communications plan to support the agency's institutional and economic objectives.
Scope of services encompasses strategic communications, branding, advertising, media planning, digital marketing, public relations, event management, and research and analytics. Key requirements include the creation and ongoing management of an Institutional Communications and Branding Manual detailing visual identity, tone of voice, and editorial standards. The selected vendor will develop messaging frameworks, integrated media plans, and narrative guidelines; negotiate and manage media placements across multiple platforms; conceptualize and produce campaign materials; and oversee the production of visual and audiovisual content for various media, including the web and social networks.
Additional responsibilities include maintaining and updating the agency’s websites, managing digital ad campaigns, implementing segmented email marketing initiatives, and executing institutional, business, and public events both locally and internationally. The vendor will also coordinate logistics, creative direction, vendor oversight, and compliance with security protocols. Analytical tasks will involve conducting market and audience research, as well as analyzing economic, demographic, and behavioral data to inform effective campaign strategies. The contract term for these services will be three years.
