DESCRIPTION


A contractor is sought to provide licensing services for a problem gambling support mobile app in Virginia. The selected vendor must have a proven app, with at least two years of demonstrated positive user outcomes in prevention, treatment, and recovery for problem gambling. The app must be reliable, evidence-based, and include tools, assessments, and behavior-tracking features grounded in research, to ensure accurate support for reducing gambling harm.

Required app features include trigger management with lessons on gambling behavior and guidance for safer gambling, daily self-monitoring check-ins and activity recording, behavioral tools on managing and stopping gambling, and access control through tools such as Gambang and Bet Blocker to block online gambling. Financial counseling access via Gamfin must also be provided. Vendors must furnish data access for monitoring app use, including reporting on user numbers, frequency, and length of app engagement.

Questions regarding the RFP must be submitted by April 19, 2026, and a pre-bid meeting is scheduled for April 20, 2026.
