Solicitation for a one-year contract to print 150,000 MV535 Numbered Temporary Plates for a government authority in Augusta, Maine.

Certify not being presently indicted or criminally/civilly charged for the offenses listed above.
Certify no federal, state, or local government transactions terminated for cause or default within the last three years.
Certify not having entered into a prior understanding or agreement with other bidders for the same materials, supplies, equipment, or services.
Submit a cost quotation response covering the goods and term of the contract, including any optional renewals.
Ensure the cost quotation includes all costs necessary to fully comply with contract terms and RFQ requirements.
Provide quotations that do not include Federal, State, and local Taxes, as the State is exempt.
Deliveries must be Free on Board (FOB) – Destination, with shipping charges included in the bid price.
All quoted prices and rates must be guaranteed firm for a minimum of twelve (12) months following award.
Deliver exactly the specified quantity of 150,000 forms, with no overs or unders permitted.
Deliver all forms to the Bureau of Motor Vehicle, 101 Hospital Street, Augusta, ME 04330.
Deliver the first annual order no later than June 1st, 2026.
Complete all deliveries within 30 calendar days of receiving a Delivery Order, unless otherwise approved.
Plates must have a finished size of 12 inches x 6 inches with square corners.
Plates must be made of White 24 PT C1S stock with sizing, or 7.7 mil synthetic stock.
Plates must be printed with black ink only.
Numbering must be sequential, seven (7) digits, no dash, starting from 3200001 to 3350000 (inclusive).
Number height must be three (3) inches high.
Guaranteed numbering with no missing or duplicate numbers.
Vendor must confirm the number sequence with the agency prior to printing.
Plates must be drilled with 1/4 inch holes, 7 inches center-to-center spacing, and 1/2 inch from the top and bottom edges.
Proof is required and must be approved prior to production.
Plates must be bundled and strongly wrapped, packaged in strict numerical order, with the smallest number on top of each bundle.
Bundles must contain 100 plates and be clearly labeled on the outside with the number range.
Boxes must contain a maximum of 1,000 plates (ten bundles of 100) and be clearly marked with the number ranges.
Boxes must be palletized, with the lowest numbered box placed on the top of the pallet.
Incorrectly numbered or packaged shipments will be rejected and returned at the vendor's expense.

$75,000 – $225,000

Responses are due by March 31st, 2026, 4:00 p.m. local time.

The initial period of performance is from May 1st, 2026 to April 30th, 2027.

The first annual order of 150,000 temporary plates is needed right away but cannot be placed until the master agreement is finalized.

The expected first order must be delivered no later than June 1st, 2026.

Following the initial term, the contract may be renewed for up to four optional extension periods, each lasting 12 months, ending April 30th, 2031.
