DESCRIPTION


The State seeks a vendor to provide reimbursement design services for primary accountable care transformation. The scope of work includes payment development and modeling consulting for an alternative payment model tailored to primary care practices.

The vendor will deliver recommendations for value-based payment models that promote shared accountability, incentivize providers and patients, and assist in designing a population-based alternative payment methodology for Medicaid primary care services. Key responsibilities involve modeling a population-based primary care methodology, calculating related payment amounts, developing methodologies for updating payments, developing quality-based payment structures anchored to provider performance metrics, and establishing a recipient rewards program for meeting goals.

Additionally, the vendor will facilitate stakeholder engagement meetings throughout the project. All questions and the Letter of Intent must be submitted by March 13, 2026. The contract will be for a three-year period.
