The State of Michigan is seeking a robust solution for managing prevailing wage registration and certified payroll processes. The desired system should facilitate the secure collection of wage data from employers, labor organizations, and other relevant sources to support prevailing wage determinations. It must feature a user-friendly interface that enables the entry, validation, and editing of wage data, ensuring accurate formatting and compliance.
The solution should support the online submission of certified payroll data, either via file uploads in CSV format or manual entry, and retain a comprehensive audit log of all prevailing wage rate calculations. It must allow for configurable algorithms, such as outlier removal, to assist in accurate wage rate calculations. The platform should also provide multi-tiered approval workflows, digital signature capture, and version control to maintain the integrity of data.
Contractors and subcontractors should be able to self-register for state-funded projects through an online portal, receive confirmation of registration with a unique ID, and be issued invoices upon successful registration. The system should enable weekly certified payroll submissions and support multiple levels of user access and approvals. The initial contract period for this solution is set for five years.
