Preparation and Implementation of an Outreach Strategy Services

A California agency is seeking the services of a qualified vendor to develop and implement a comprehensive outreach and engagement strategy in support of an airport-specific land use plan. The selected vendor will facilitate creative public engagement and communications that advance proposed land use policies and zoning for the future airport-specific plan.

Responsibilities include preparing and executing a detailed outreach and engagement plan, building on existing outreach efforts and analyzing previous work such as vision studies. The vendor will identify and implement tools and tactics to broaden public participation, leveraging various communication channels including social media platforms like Facebook, X (Twitter), Instagram, and Nextdoor.

The scope of services also includes tailoring public messaging, collecting and integrating public feedback through active listening practices, and developing innovative engagement techniques to connect with individuals who are typically underrepresented in the planning process. This may involve initiatives such as public art installations to visually convey project details, as well as educational presentations and workshops focused on airport regulations and government responsibilities. Additionally, the vendor will organize community forums—both online and in-person—to facilitate open dialogue and foster community input throughout the planning process.
