DESCRIPTION


The issuing agency seeks a vendor to provide pre-opening and launch event support services for the opening of the Green Line Extension in Minnesota. The selected vendor will support planning, coordination, staffing, and communications production for activities leading up to, during, and following opening day. Services are intended to supplement agency staff capacity, deliver critical event logistics support, and help develop accessible visual, digital, and multilingual informational materials that increase public awareness and participation.

Scope of work includes support for outreach, marketing, and communications across three primary areas: event planning and execution; informational and multimedia communications; and public education and awareness related to safety, how-to-ride information, and general awareness of the new transit service in the corridor. The vendor will also provide multilingual production capabilities, including narration, subtitles, or full content packages for digital assets and video promotion.

The effort will include identifying and supporting multiple events in advance of opening day to build community excitement, as well as planning and executing the ribbon-cutting ceremony. Required support may include stage logistics, media coordination zones, speaker support, talent management, staffing plans, surge event support schedules for simultaneous corridor events, and strategy frameworks to build momentum for opening events and related ride-along activities. A pre-bid meeting is scheduled for May 20, 2026, and questions are due by May 22, 2026.
