Potential Expansion Planning Service

A government authority in Boise, Idaho is seeking a consultant to provide potential expansion planning services focused on three potential urban expansion areas at the city’s edge. The selected consultant will conduct an Area Expansion Feasibility Study to evaluate the viability of future expansion, which will form the basis for community engagement initiatives and future amendments to the Comprehensive Plan.

Key responsibilities include assessing growth assumptions, council policy direction, market strength, landowner interest, and constraints such as infrastructure feasibility. The study will require evaluating existing and planned conditions through environmental scanning and identifying infrastructure needs. The consultant will develop land use scenarios and programs, conduct service needs and fiscal impact analyses, and evaluate these scenarios against planning goals. The outcome will provide a framework for council evaluation and informed decision-making regarding urban expansion.
