DESCRIPTION


The selected vendor will support the government authority in North Carolina by developing a comprehensive 25–30 year Portfolio Master Plan. This plan will address long-term asset management, including property-by-property assessments covering typology, unit counts, funding programs, and syndication schedules. The vendor will also prepare a 3–5 year Strategic Portfolio Plan for Board presentation and a 3–5 year Capital Improvement Master Plan to guide decision-making and investments.

Services include documenting existing conditions with photo surveys, base drawings, and lifecycle assessments, as well as reviewing general accessibility, building code compliance, and Fair Housing or HUD requirements. The work will identify environmental risks impacting renovation efforts, and involve significant stakeholder engagement through staff and resident interviews. The vendor will also review relocation standards and processes, and provide conceptual construction cost planning support over the initial five-year period.
