This RFP seeks an experienced vendor to conduct a comprehensive audit of the Police Department Records Unit in Sacramento, California. Scope of services includes review and evaluation of the complete lifecycle of police records, such as incident reports, arrest records, and body-worn camera footage. Tasks include reviewing record creation, processing, maintenance, retention, dissemination, information processing, data entry into police systems, record release procedures, as well as handling public and internal inquiries and assisting officers.
Additionally, the audit will focus on staffing and personnel management, requiring an analysis of workload, staffing levels (sworn and non-sworn), organizational structure, and personnel management compared to service demands, industry standards, and peer benchmarks. The review will also encompass assessment of the organizational chart, defined staff roles, recruitment, and performance evaluation policies.
Vendors are expected to assess scheduling, including shift processes and staffing requirements, with emphasis on evaluating the necessity and efficiency of 24/7 operations. All questions regarding this RFP must be submitted no later than April 27, 2026.
