DESCRIPTION


The government authority in Pennsylvania is seeking a vendor to provide police assisted diversion services for individuals affected by human trafficking, commercial sex work, and complex unmet health needs. The selected provider will implement a Police Assisted Diversion (PAD) model, a social-service-led approach designed to improve public health and safety by reducing future harm for people experiencing commercial sexual exploitation and human trafficking.

The scope of work includes deploying a specialized team of victim advocates, case managers, and supervisors to engage participants through both a physical and mobile service presence. The provider must operate a brick-and-mortar drop-in center where participants can access basic needs such as food, clothing, and showers, while also receiving trauma-informed case management services. In addition, staff must have vehicle access to deliver mobile case management and accompany clients to court hearings, medical appointments, detox centers, and housing assessments.

Required services include screening and assessment for signs of human trafficking, safety planning, housing assessments, cross-system advocacy, and referrals to community resources such as education, mental health care, substance use treatment, and legal support. The vendor will also be expected to build collaborative relationships with local law enforcement and other city systems, maintain accurate case notes and data entry in Microsoft SharePoint, protect client confidentiality, and report suspected child abuse in accordance with applicable law.
