RFI for a comprehensive point-to-point wireless communication system to link hospital systems via wearable devices and mobile applications in Vancouver, Washington.

Be an OEM, authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system
Provide an authorization letter or other documents from the OEM
Ensure all software licensing, warranty, and service are in accordance with OEM terms and conditions
Submit company name, address, SAM UEI, and business size
Provide point of contact name, phone number, and e-mail address
Indicate if supplies/services are offered on a current GSA Federal Supply Schedule contract, NASA SEWP, or any other Federal contract
If offering a system with similar physical characteristics, include business size of manufacturer for Non-Manufacturer Rule (NMR) determination
Provide a communication solution brand name or equal to Vocera
Deliver a system with 95% or better uptime
Provide a communication solution using a badge or smart badge with an application installed on Government Furnished Equipment (GFE) iPhones
Reduce alert fatigue by creating workflows that direct the right alerts to the right people
Consolidate existing communication devices into one wireless device
Improve efficiency and patient safety by reducing the need to check computers for orders or return to nurses' station for call lights
Ensure the system can be used inter-departmentally throughout the facility
Provide a variety of device options including voice-controlled/hands-free badge with breakaway lanyard, GFE iPhone application, and Desktop application
Implement automated communication workflows and link into existing hospital notification and alarm systems
Provide ability to track usage data on the system and devices
Support user and group management functionality, including Active Directory integration and end-user privilege management
Provide a full-time, onsite system administrator to configure and test user profiles, manage user accounts, and reset passwords
Integrate with VISTA Computerized Patient Record System (CPRS) and Cerner (or equivalent) for various notifications
Ensure any end-user software is TRM-approved for installation on IT workstations
Obtain VA approval for any mobile aspect of the solution accessed on GFE mobile iOS phones
Integrate with current and future planned 3rd party systems including Centrak, Code Blue paging, Bed Management System, nurse call (Spok or Engage), GetWell Network, facility pagers, transport communication devices, Cisco desk/mobile phones, external phones (SMS), Email, Active Directory, and virtual patient monitoring
Provide a system that can be operated exclusively on a virtual server platform without physical hardware
Provide all materials (hardware, licenses, software) to establish complete and separate systems for Portland and Vancouver campuses
Provide all device hardware, batteries, and chargers for complete deployment
Ensure all wireless communication devices are FIPS 140-2 certified
Ensure devices are resistant to background noise and have voice recognition capabilities
Provide batteries with hot swap ability and a life of an entire 12-hour shift (minimum 3 hours of talk time)
Ensure devices have privacy options or headset jacks
Ensure devices are durable and resistant to breaking from drops or normal wear and tear
Provide a voice-controlled/hands-free device that is lightweight (no more than 3.5 oz including battery)
Ensure devices work on a shared device model (log in and out by multiple users)
Utilize the existing Government owned and operated network
Provide recommended upgrade specifications for Government owned and operated networks
Provide nursing assignment integration
Certify all system component updates, upgrades, and bug fixes are rigorously tested and stable prior to installation
Do not install custom, alpha, or beta developmental software versions without written Contracting Officer approval
Provide an initial and updated list of any/all 3rd party software components included in the system
Provide an initial and updated planned release schedule for major and feature/function releases
Provide complete descriptions of all system upgrades
Provide a complete description of the licensing model(s) and not change it without written Contracting Officer approval
Maintain and provide an initial and updated list of any/all known compatibility issues, including antivirus software
Provide ongoing operating system and database updates throughout the life of the contract at no additional charge
Provide a persistent, full-time employee to serve as a System Administrator at the VA Portland VA Health Care System
Provide remote system support via VA national Site-to-Site VPN or client-based VPN
Notify the COR (or POC) within two (2) business hours of any system failures that impair full functionality
Attend meetings or conference calls scheduled by the COR (contractor responsible for costs)
Implement and maintain a Quality Control System with processes for corrective actions and record keeping
Work with the Government to design and implement agreed-upon changes to system configuration or integrations
Provide a perpetual, nonexclusive software license to use the software in a networked environment
Provide software maintenance including periodic updates, upgrades, enhancements, and corrections, and reasonable technical support at no additional cost
Ensure any reinstatement fee for lapsed maintenance does not exceed the amounts that would have been charged if not lapsed
Deliver software and hardware without any disabling code (e.g., virus, restrictive key, time-out)
Establish a single management focal point (Project Manager)
Prepare and deliver a Contractor Project Management Plan (CPMP)
Proactively manage project risk and comply with VA policies, directives, and guidance
Create, maintain, analyze, and report integrated project plans and schedules
Conduct a kick-off meeting within ten (10) calendar days after award
Provide bi-weekly activity reports or when requested by VA staff
Utilize project metrics to track, manage, and analyze task progress
Provide on-site training for VA employee groups (technologists, physicians, nurses, housekeepers, administrative staff, other healthcare professionals)
Provide administration background and training for the Contracted Administrator
Provide system training for VA Portland Biomedical Engineering and Office of Information and Technology technical teams
Travel for on-site installation, implementation, and initial 'Go Live' training (costs incorporated into firm-fixed price)
Comply with VA security requirements, including background investigation, fingerprints, and OPM's e-QIP Questionnaire for all contractor employees
Provide maintenance service during regular coverage hours of 8:00am to 5:00pm local time, Monday through Friday, excluding federal holidays
