DESCRIPTION


The State of Kansas is seeking a vendor to implement, develop, and administer a fully integrated Players Loyalty Program (PLP) designed to reward and engage players through second chance promotions. The program must disallow submission of expired tickets, expire points and notify players of expiring points, and provide a list of players who redeemed points for reward fulfillment by the Lottery.

Additionally, the vendor will need to provide website and mobile application tools for players, allowing features such as communication via email, push messages, SMS, and app notifications on a same-day or sooner basis for time-sensitive communications. The platform must also segment players based on member data and/or prize criteria, scan retail tickets using an app to determine winning status, and feature rewards or offers for higher visibility.

A separate but integrated Online Sales Platform must be implemented to further engage players, promote sales, and generate revenue for the State. Vendors may submit questions until May 7, 2026.
