Platform One Software Development Team Consolidation

The AFLCMC/HNCK Platform One contracting office is initiating a consolidation of requirements for the Platform One Software Development Team, with the intent to solicit a contract for secure, scalable, and user-focused software solutions. The contractor will be responsible for providing all necessary personnel, equipment, supplies, and supervision to build, maintain, and execute rapid capability delivery, utilizing a secure and scalable Agile software development framework. The solution must enable production-ready Minimal Viable Products for delivery within 30-90 days of contract award, followed by iterative enhancements aligned with Agile Program Increment planning cycles and employing DevSecOps best practices, including automated CI/CD pipelines and security measures compliant with DoW Impact Levels 2, 4, and 5.

A key aspect of the engagement is the development and maintenance of secure self-service features and tools for Platform One and Party Bus customers, as well as sustaining and enhancing existing tools within the Platform One Software Development Flight. The contractor will also provide side-by-side mentorship to Airmen, including bi-weekly training sessions on software development topics and monthly reporting on progress, skillsets acquired, and training needs. The contract will consolidate three existing Basic Ordering Agreement (BOA) orders and will include a one-year base period with four additional one-year option periods. Collaboration across Platform One Value Streams and regular reporting and demos are required to ensure transparency and mission success.
