DESCRIPTION

A government authority in Norwich, Connecticut is seeking a vendor to provide comprehensive planning services to reimagine the former agency hospital. The selected firm will conduct a baseline assessment, carry out extensive outreach and engagement, and propose short-, medium-, and long-term strategies to achieve the desired redevelopment outcomes. The planning process should also create benchmarks and metrics to support ongoing project evaluation by the steering committee and the wider community.

Additionally, a market study will be performed to assess commercial opportunities for the properties, considering the area's historic, cultural, and scenic assets. The study will address market demand analysis, financial and fiscal impacts, economic optimization, consumer research, job creation, and amenity programming. The selected vendor will facilitate robust public outreach and stakeholder engagement—working with property owners, community groups, municipal officials, and other interested parties—to shape a reuse concept that incorporates community needs and ideas.
