DESCRIPTION

The Town of Farmington, Connecticut seeks a vendor to assist its Town Plan and Zoning Commission (TPZ) in the preparation and adoption of the 2028–2038 Plan of Conservation and Development (POCD). The selected provider will deliver history, context, and guidance for the planning process, contributing innovative approaches to the plan’s organization and format. A variety of engagement formats—including town website integration, social media, video production, participatory workshops, surveys, focus groups, and charrettes—are expected to foster an inclusive and accessible planning process.

The completed plan must be visually appealing and practical for both decision makers and the public, with particular attention to graphic presentation and usability. The vendor should be prepared to collaborate with all boards and commissions, community groups, town staff, residents, and businesses throughout the planning process. Comprehensive and fully inclusive public engagement is required to determine community needs and values, resulting in a guiding vision and defining themes for the plan.
