Photo Enlarging Services

Seeking a vendor to provide comprehensive photo enlargement, mounting, and lamination services for a two-year contract in Massachusetts.

Submit a bid conforming to all Invitation for Bids requirements and attached documents.
Complete and sign Bid Response Form (CM-07).
Complete and sign Bid Summary Sheet.
Complete and sign Certificate of Authority (CM-6) if a corporation.
Complete and sign Standard Contract (CM-10).
Provide Certificates of Insurance as specified in Form CM-04A.
Submit all other documentation requested in Contract Specification Sheets and Bid Summary Sheet.
Demonstrate capacity to perform contract requirements and attest to integrity and reliability.
Submit three or more references for similar contracts performed within the last 24 months.
Submit bank references to confirm financial integrity.
Provide all labor, materials, and equipment for photo enlarging services.
Provide invoices upon delivery of completed jobs.
Possess capabilities to reproduce and enlarge digital artwork/photos (B&W/color), dry mount reproductions/original artwork, laminate reproductions/original artwork, and submit monthly statements.
Pick up work within one hour of phone request and and return completed jobs within three hours.
Ensure prices remain firm throughout the contract term.
Supply any technical support needed for sample jobs.
Maintain Workman's Compensation insurance.
Maintain public liability and property damage insurance, naming City of Boston as additional insured, with specified minimum coverage amounts.
Provide insurance policies, binders, or certificates upon Bid Package delivery.
Comply with City of Boston Living Wage Ordinance if contract is $25,000 or more.
Review and complete Wage Theft Prevention (CM Form 16).
Pay employees no less than the living wage amount ($18.78/hour starting July 1, 2025) if a Covered Vendor.
Complete Boston Jobs, Living Wage, and Prevailing Wage Ordinance Vendor Agreement (Wage-2), quarterly reports (Wage-9), and First Source Hiring Agreement (Wage-10).
Maintain and report payroll records and allow site visits.
Provide employees with information on State/Federal Earned Income Tax Credit.
Certify compliance with Wage Theft Prevention Executive Order.
Post Massachusetts Wage and Hour Laws notice.
Acknowledge and accept all conditions and requirements electronically if submitting online.
Provide wet ink signature on original bid if submitting paper bid.
Submit Material Safety Data Sheet if materials contain toxic or hazardous substances.
Comply with "Right-To-Know Law" (G.L.c.111F).
Ensure all repair and maintenance work conforms to highest industry standards.
Be prepared for Official to request samples of goods/supplies and interview personnel.
Safeguard pedestrians, cyclists, and motorcyclists by installing side under-ride guards, convex blind spot mirrors, cross-over mirrors, and appropriate warning signage on large vehicles (over 10,000 lbs gross weight) used in connection with the contract, and have such vehicles inspected by the City.
