The contractor will be responsible for conducting an in-depth analysis of Iowa's current pharmaceutical ecosystem, including a thorough examination of barriers to growth and opportunities within the sector. Market research will be conducted to identify high-growth subsegments in both pharmaceutical and life sciences industries, laying the foundation for a targeted strategy to attract new employers.

The resulting roadmap must offer actionable recommendations for infrastructure and facility development, workforce training and development programs, business attraction and retention strategies, and necessary policy or regulatory changes to support sector expansion. It will also propose detailed metrics for tracking progress, along with a phased implementation plan that establishes milestones and aligns associated costs. The contract associated with this project will have a duration of one year.
