Key requirements include integration with ArcGIS Online, the ability to migrate historical permit data from the current Permit Eyes platform (with links to property addresses or Map/Block/Lot designations), and comprehensive audit tracking for users and workflow. The platform should support public and municipal staff access, with appropriate public-facing restrictions, and provide automatic notifications for application or permit updates. Features must include validating contractor licenses with the State, warning users of impending permit expirations, document uploads up to 500MB, and facilitating real-time inspection result notifications via email. The system must also offer strong security measures (including encryption, multifactor authentication, and audit trails), high availability, disaster recovery capabilities, and user support resources such as manuals and training videos.
