The City of Saint Paul, Minnesota is seeking proposals from qualified firms to develop a set of permit-ready building plans intended for neighborhood-scale housing developments. The selected consultant will collaborate closely with city leadership, partner organizations, stakeholders, and the community to deliver a suite of plan sets accessible to emerging developers and local residents.
Responsibilities include working with City staff across departments such as Planning, Safety and Inspections, Housing, Economic Development, Heritage Preservation, and Housing and Redevelopment Authority to establish a project schedule, communication plan, and timeline. The firm will be tasked with developing criteria for standard site, building, and unit conditions, conducting site testing, and leading design analyses to guide integration of specific elements into standard plans.
The vendor will analyze constructability, financial feasibility, and cost reduction opportunities for draft plan sets, as well as prepare cost estimate templates for various building types to ensure pricing consistency. Coordination meetings with staff to review project viability and plans are also required. The contract period is set for one year with all questions due by March 11, 2026.
