The objective is to offer affordable housing solutions to end homelessness among individuals and families. Under this program, participants will pay 30% of their income towards rent, with the remaining balance of the rent provided directly to the property owner or landlord through subsidies.

The services require both tenant-based rental assistance, where the subsidy follows the tenant to their chosen housing unit, and project-based rental assistance, where the subsidy is tied to a specific unit or building. In addition to financial support, the vendor must provide comprehensive supportive services, including case management and housing-related support, such as helping locate suitable housing units, fostering landlord relationships, assisting with tenant rights, and facilitating eviction prevention.

The program further emphasizes behavioral health support, assisting participants in connecting with mental health and substance use services as needed.
