The Veterans Health Administration (VHA), through Network Contracting Office 5, intends to award a sole source contract for Performance Improvement Management System (PIMS) services to Oak Ridge Associated Universities. The contracted services will provide VA-wide access and online management of critical emergency preparedness and response modules. These modules are essential to supporting the development and execution of exercises, inspections, performance assessments, fiscal accounting, and personnel deployments across the Veterans Affairs network.
The PIMS, managed by Oak Ridge Associated Universities, is a mission-critical system with a significant impact on the VA’s ability to respond effectively to emergencies and disasters. This procurement action is being conducted under the authority of FAR Subpart 13.106–1(b), which permits solicitation from a single source. Interested parties who believe they have the capabilities to meet these requirements may submit a capability statement for consideration by the agency before the specified deadline. The final decision regarding competition for this requirement rests solely with the Government.
