SUMMARY

Texas is soliciting proposals for a technology platform to support an integrated peer support network for first responders, with features for coordination, reporting, and CAD/RMS integration.

DESCRIPTION

The agency seeks a vendor to provide a technology platform to support a peer support network for first responders, covering paid and volunteer fire departments and emergency medical services across multiple jurisdictions. The platform must deliver integrated functionalities for peer engagement, workforce and credentialing management, critical incident tracking, and de-identified reporting.

Key features should include support for both self-initiated peer support requests and automated, proactive outreach following critical incidents. It must allow first responders to connect with peer supporters from outside their own agency and offer an optional anonymous login, enabling access to statewide peer support resources while maintaining user anonymity. The system must track peer supporter training status, certifications, and identify regional coverage gaps within the same platform used for coordination.

Additionally, the platform should provide documented Computer-Aided Dispatch (CAD) and Records Management System (RMS) integration to automate outreach triggers after traumatic incident dispatch. The contract period will be for one year. There is a mandatory pre-bid meeting scheduled, and all questions must be submitted by April 7, 2026.
