DESCRIPTION


The agency is seeking a vendor to provide an integrated payroll, timekeeping, and human resources (HR) platform to manage payroll processing for over 160 full-time employees and 275 seasonal employees. The solution must support payroll features such as shift differential pay for police officers, blended overtime, and process payroll for various shift schedules (8, 10, and 12 hours), including holiday, overtime, and double time pay calculations.

The time and attendance component should offer both mobile app and web-based clock-in/out functionality, support physical timeclocks at remote sites, and enable geo-fencing for location-based time tracking. Additionally, the HR and workforce management module should include an applicant tracking system (ATS) for recruitment, onboarding automation with I-9s and E-Verify, electronic signatures, and internal pre-employment background checks. Employee records management with full historical retention is required, along with compliance reporting features such as EEO tracking and automated workflow approvals, especially a structured approval hierarchy for police personnel.

The system must also support system-generated documentation and training manuals, and facilitate the migration of historical data from current systems as part of the conversion.
