The city is seeking a vendor to provide a comprehensive payroll and human resources information system. The proposed solution must support weekly payroll processing and handle multiple pay groups, configurable pay rules, and various overtime calculations. It should cover tax calculations, filings, and ensure compliance with both federal and state regulations.
The system should support multiple departments and pay groups with time and attendance tracking, offering web-based, mobile, and possibly biometric time tracking options. Scheduling, leave management, and overtime calculation capabilities are required. Human resources management features must include electronic personnel records management and robust onboarding and offboarding workflows. Employee self-service functions should enable staff to submit and approve time-off requests and update personal information.
The solution must be capable of producing IRS and state tax reports, ensuring ACA compliance, and integrating seamlessly with the city’s existing financial system (Encode), specifically including general ledger export functionality. Vendors should clearly articulate their integration methods (API, file-based, real-time, or batch processing) and any associated additional costs with these integrations.
