The issuing agency is seeking a vendor to provide a modern, secure, and user-friendly payment portal solution. The platform is expected to support multiple payment methods, including digital wallets such as Apple Pay and Google Pay, ACH, credit and debit cards, as well as text-to-pay and email-to-pay capabilities. Required functionality includes invoice management, electronic bill presentment, quick checkout, saved preferences, scheduled installment payments, payment history, receipt management, and shopping cart features.
The solution should also improve operational efficiency, reduce fees, and provide end-to-end transparency to support a future ERP transition. Additional requirements include user interface customization, content and messaging management, workflow-driven notifications, business-user configuration tools, API and flat file integrations, and county-defined rules for applying credit card fees. The portal must also support voucher-based payments to better serve underbanked community members and reduce barriers to payment for services.
A pre-bid meeting is scheduled for May 13, 2026. Questions must be submitted no later than May 26, 2026.
