The State of South Dakota is seeking a comprehensive software solution to manage patient registry, establishment licensing, and inspection processes for its medical cannabis program. The required system must deliver fully functional web-based portals for patient registration and establishment licensing, enabling the collection and issuance of registrations and certifications in alignment with both state and federal guidelines.
The software should support digital creation and management of medical cannabis patient and caregiver cards, incorporating validation features accessible by dispensaries and law enforcement. Vendors must explain the utilization of artificial intelligence within both the proposed solution and its development lifecycle. The solution must allow users to manipulate data, generate reports, access code tables, and utilize raw data through platforms such as Microsoft Power BI, ESRI, and Tableau. Key features include producing and consuming CSV and XML files, secure web services, role-based user permissions, and dashboard development.
Inspection management functionalities should cover the entire facility inspection process from scheduling to completion, including tracking reports and post-inspection communications. The system is expected to ensure data integrity via real-time validation, deduplication, cross-system matching, and data correction workflows. Secure access should be available via Windows desktops, laptops, and tablets running current operating systems. The contract is anticipated to be for a five-year period, with defined deadlines for submitting questions and letters of intent.
